Cell Phone Use in Canada Lags Most OECD Countries; Telecom Regulation Holding Back Growth: C.D. Howe Institute Study

Canada lags most OECD countries in cellular network usage and a major cause is outmoded regulatory policy, says a C.D. Howe Institute Commentary released today. The study, "Going Mobile - Slowly: How Wireline Telephone Regulation Slows Cellular Network Development," is written by Neil Quigley, Professor of Economics at Victoria University of Wellington, New Zealand and Margaret Sanderson, Vice President at consulting firm CRA International Limited.  Most developed countries are already at, or rapidly moving toward, the point where cellular subscribers outnumber wireline subscribers, they point out. But Canada is an exception. Canada was the 26th among 30 OECD nations to introduce digital cellular, and is currently 28th in per capita cellular subscriptions. The authors argue that one of the main causes is "inappropriate regulatory policy" from the Canadian Radio-television and Telecommunications Commission (CRTC). Canadians would have improved access to better digital cellular communications services if federal regulators treated wireless and wireline networks as direct competitors.
