Government move on Telecom welcomed


TheGovernment's broadband policy package was welcomed by theGreen Party today, who confirmed that they would vote tosupport the legislation needed to enact it.


"This ispretty much what we have been calling for over some time,"said Greens ICT spokesperson Nandor Tanczos.


"I met withthe Minister prior to the cabinet decision to assure himthat the Greens would back him in regulating for local loopunbundling and some separation of Telecom's wholesale andretail arms. It's great that he has taken this step forward.


"If New Zealand is to move towards a sustainable economyand reduce our dependence on fossil fuels, we need a worldclass IT infrastructure. This decision will help us achievethat."


"Current prices aren't bad, but the real gains willbe in lifted data caps and faster speeds. Even moreimportant than faster download will be better upload speedsas a result of unconstrained bitstream and naked DSL. Thiswill open wide the door for virtually free internationalcalling through Voice Over Internet Protocols and forvideo-conferencing and other forms of interactivetechnologies. The ecological and economic benefits will besignificant."


However, Nandor warned that to deliver theright prices, a regulated access price was needed.


"Theprice that Telecom's rivals face for shared line accesswould have to be set carefully - say at between $10 to $14per customer. Set it too low and Telecom's rival will cherrypick the business. Too high, and few benefits willresult.


"But all in all a very positive move. Nice one,David."
