Local Governments to Raise Their Issues at Telecom Hearing1 February 2006
Representatives from local government interests in the telecommunications reform effort are expected to support maintaining local control over video franchising at a hearing scheduled for Jan. 31, 10 a.m., in the Senate Commerce, Science and Transportation Committee, 562 Dirksen Building. Expected to testify is Lori Panzino-Tillery, on behalf of the National Association of Telecommunications Officers and Advisors (NATOA), National League of Cities (NLC), the U.S. Conference of Mayors (USCM), National Association of Counties (NACo), TeleCommUnity, and Government Finance Officers Association (GFOA). Panzino-Tillery is president of NATOA and is the franchise administrator of San Bernardino County, Calif., the largest county in the continental U.S. Panzino-Tillery will discuss municipal concerns over current Congressional proposals that would remove local control over businesses that provide video franchising. Local governments are fearful that this could effectively reduce their ability to protect their citizens from questionable service, harm public safety by losing control of local streets and sidewalks and encourage "cherry picking" by industry providers seeking high-profit areas.
