China Unicom was formed in July 1994 and arose from rivalry between the former Ministry of Posts and Telecommunications (MPT), which operated China Telecom, the Ministry of Electronic Industries (MEI), Railways, and Electric Power Industries. The rail and electric power industries wanted to decrease their dependency on the MPT so they developed their own private communications networks. This rivalry, coupled with the initiative of the three ministries - the MEI, the Ministry of Railways, and the Ministry of Electric Power Industries - and the low telephone density in China led to reform and the creation of China Unicom. China Unicom is predominantly owned by the Chinese government which owns a 79.18% stake in the company.
China Unicom has constructed a national trunk network based on the private networks of the three ministries concerned. It has also been focused on building a national GSM network and the establishment of code division multiple access (CDMA) networks. Other areas in which China Unicom is also involved include fixed-line services, data (Internet), international, and some value-added services.
