TCS Adds GSM Network E9-1-1 Patent to Its Expanding Portfolio3 August 2005
TeleCommunication Systems, Inc., a global leader in wireless data technology, today announced that the U.S. Patent and Trademark Office has issued patent number 6,922,565 titled, "Public Safety Access Point (PSAP) Selection for E9-1-1 Wireless Callers in a GSM Type System."
TCS currently holds thirty-seven (37) patents, and has more than ninety (90) additional patent applications pending in the United States and worldwide.
The latest TCS patent is a method of providing Emergency Services Routing Key (ESRK), or Emergency Services Routing Digit (ESRD) information related to a wireless E9-1-1 caller's location in the Global System for Mobile Communications (GSM) network. This patent provides a solution for when GSM carrier switches are not able to query and receive routing instructions as to the correct Public Safety Access Point (PSAP) where the E9-1-1 call should be routed. TCS currently uses this technology in its Xypoint® Location Platform (XLP) E9-1-1 software that provides hosted E9-1-1 services to wireless carriers to ensure the most accurate call routing.
The optimal Public Safety Access Point for a caller is selected in a wireless network for E9-1-1 calls based on the caller's precise location (their current latitude and longitude coordinates). That location information can then be used in real-time to determine the Emergency Services Routing Digit (ESRD) substitution when Emergency Services Routing Keys (ESRKs) are not being used or to pick an appropriate ESRK, if applicable. The invention was conceived as an ESRK workaround solution to implement Phase II of the E9-1-1 rules, starting with a Phase I implementation. ESRKs or ESRDs are initially obtained and managed for each PSAP in a particular carrier's area. Then, Phase I processes are modified to wait to see if Phase II GSM location information is automatically reported in a timely manner (e.g., within a second or two) before committing to default selection of a PSAP based on the next best information available (e.g., based on the location of a serving cell site).
Key elements in the patent include:
-- Requesting accurate location information relating to the wireless E9-1-
1 caller while delaying selection of a public safety access point a given
amount of time until the requested accurate location information is
received;
-- Returning the caller's location relating to a serving base station as
a default condition in place of said requested accurate location
information if said accurate location information is not received before
expiration of said given amount of time
